The second phase of a five-phase redevelopment in Daly City—the DBA-designed Midway Village Framework Plan—8 Partridge will offer 113 new affordable homes to a mix of existing Midway Village tenants and new residents while advancing the transformation of this longtime housing site with vibrant community amenities.

As the second phase of the Midway Village Village Framework Plan, 8 Partridge continues the evolution of a 1970s-era housing development into a vibrant, inclusive neighborhood. 

The complex five-phase plan is designed to limit displacement, and residents of the existing housing demolished for Phase 2 were offered the opportunity to relocate into the recently completed Phase 1 building at 88 Park Street. Designated for families, seniors, and high healthcare users 8 Partridge will deliver an additional 113 new affordable homes, ranging from studios to four-bedrooms.   

Facing a planned City park, Phase 2  will be the face of the Midway Village community. Highly visible from Schwerin Street, 8 Partridge will serve as a welcoming threshold, bridging the future park and the renewed residential neighborhood. The building’s long facade features articulated bays, residential stoops, and colorful tile accents, which will bring activity, visual rhythm, and a strong sense of place to the site.

At the prominent corner, the building is anchored by an upgraded Childhood Development Center operated by Peninsula Family Services, which will activate the intersection of Schwerin Street and the newly extended, pedestrian-friendly Partridge Street. A south-facing nature-based play area anchors the ground floor at one end and a shared courtyard offers residential amenities, including a community room, on-site services, garden beds, and secure bicycle storage.

This project is on track for Gold Certification for The Kelsey Inclusive Design Standards, and will be the first affordable housing project not developed by The Kelsey to achieve this designation. A developer and advocate focused on advancing disability-forward housing solutions that create opportunities for everyone, The Kelsey developed the Inclusive Design Standards, a significant resource that defines a set of multifamily housing design and operations strategies around affordability, sustainability, racial equity, and safety.
