Rocky Hill Veterans Housing is one of the only affordable developments dedicated to Veterans in Solano County, providing much-needed homes for chronically unhoused and low-income Veterans and their families.

The community offers 39 new homes—including one-, three-, and four-bedroom units—in a pair of three-story buildings linked by outdoor circulation. The housing and landscape are highly integrated, centered on a richly programmed central plaza—or zócalo—that fosters resident interaction and connection. A community building topped with a living roof offers on-site management and services, indoor common space, and a computer lab.

The innovative project combines conventional and modular construction with modified steel shipping containers. The design capitalizes on the container door removal to provide floor-to-ceiling windows, and uses alternating container orientations to create facade variation.

The LEED Gold development serves as a catalyst for further neighborhood improvement and as a model for sustainable design at an affordable cost. Rocky Hill integrates passive and active strategies in the interest of both resident well-being and operational economy, including strategically placed shade trees, solar PVs, light-weight sunshades, 1-to-1 bicycle parking, natural light, cross ventilation, and biofiltration planters with native plantings. 

An icon for the community, the central elevator tower is adorned with a custom steel sculpture designed and fabricated by a local artist, firefighter, and Veteran Manwell Gadi. Entitled “Coming Home”, the sculpture represents and recognizes transformation and sacrifice of Veterans and their families.
